Illegal Rolling

The spirit and intent of the rule for a legal roll is so that a random roll is obtained. Part of this randomness is for the dice to be tossed such that the dice roll freely on the board. This is also why precision dice have curved corners- in order to facilitate more bouncing and rolling than regular dice. When dice are dropped vertically from a cup, they are prone to land flat more often than if they are tossed in the more customary manner, and hence bounce less. For this reason, no matter what semantics arguments might arise as whether a drop equals a toss, I believe that the vertical drop as you described violates the spirit and intent of the rules, and I would rule that the technique that you described is illegal.
