My take on this is that it depends upon exactly how the dice are being dumped and whether there are lips on the dice cups. Is the cup being quickly turned upside down allowing the dice to "drop" out of the cup, or is the cup turned at an angle so that the dice "pour" out of the cup?
There is a reason why there are lips placed on the cups, and why such cups are preferred. That is so that the dice will trip over the lips and produce a more randomized roll. If the player is quickly turning the cup upside down so that the dice drop, the dice may not contact the lips on the cup. In that case the player is misusing the equipment and I would rule that the rolling method is not valid. If the cups are not lipped, it is a less clear argument, but dice dropping straight down are less likely to bounce and tumble than dice rolled at an angle. I would caution the player that his style increases the likelihood of producing improper rolls and strongly suggest adopting a new style so that he will be capable of rolling without question of whether a particular roll was proper and so that the rolling style is valid regardless of whether lipped or unlipped cups are being used.
