"If the dice are being 'dumped' it's illegal."

Actually, upon reading the rule more closely, I agree with you.

The rule reads:

"A legal roll consists of shaking the dice vigorously in a dice cup and then simultaneously tossing them out at a discernible height above the playing surface, allowing them to bounce and roll freely."

The word "tossing" pretty clearly excludes "dumping". The word toss means that the player must employ a motion after shaking in which the dice are physically propelled by the player out of the cup. Dumping implies allowing gravity alone to move the dice. Turning the cup over so that the dice simply fall out on their own is not tossing.

I still maintain that such motion must cause the dice to contact the cup lips.
