I've not been a member of DBgF for ... a while! But I can answer those questions.
Are all players on the public DBgF ratings list members of the DBgF?
Yes, they are all currently paid-up members of DBgF, and that (being paid-up) is the only requirement for being included in the list.
If a player does not renew their membership, are they removed from the ratings list?
They are not removed from the rating database, but they are removed from the displayed ranking list. If you want to be on the published list (which includes linked player profiles with 1999-2010 match history, additional statistics, and a list of exemplary tournament results), you have to be current with your membership dues.
For example if you try to search the rating database for my membership number 1058 (under the "spillerprofil" (player profile) link) you'll get a message that says roughly:
"Either the member with DBgF nr. 1058 has not renewed his membership dues, or no member with that nr. has been be found."
But all my match results since 1999 still appear in the individual player profiles of any/all DBgF members who are currently paid up members.
I can add that to appear in the NBgF rating list, you must be (1) current with your dues (2) have played at least 15 matches and (3) have played at least one match in the last 12 months.
If an event is rated by the DBgF, are players permitted to play in those events without being a DBgF member? If so, must they pay a DBgF guest fee?
Generally, you must be a DBgF member to play in DBgF-approved tournaments. However, there are a variety of incentives offered on a tournament by tournament basis to encourage basically two groups of people to join/rejoin DBgF -- (1) people who have never been members before and (2) people who have been members before but not in the last two or three years. The incentives take various forms. For example, tournament organizers might get permission from DBgF to allow nonmembers to play in a Beginner flight. I seem to recall that at some Nordic Opens there have been various offers, like a membership good only for that week (I'm not sure about that), or half-price membership for the rest of the year (for, I think people in group (1) or (2)). Another example is the announcement of an offer with regard to the DM Mixed Doubles Championship this coming August:
"Membership in DBgF is obligatory (it's a Danish Championship title that's being played for), but DBgF is sponsoring membership to women who have not been a member in the last 3 seasons (2008-2010), so with a little help from lonely male wolves, we can get a few new members." [smiley]
