Elderly players and time clocks

I saw the last 5-10 minutes of the match, when the player's clock had only a few seconds left, and he took almost no time to think. It took him a lot of time to pick up and roll the dice and to fumble with the checkers while trying to quickly move them. By the way, if I'm not mistaken, this player played a couple of Giants in the first two rounds and beat one of them.
"Why does being elderly without a physical challenge deserve any special consideration?"
Bob, in another 20 to 30 years you'll understand why being elderly is by itself a physical challenge. Anyway, there are situations where the tournament won't be delayed by slow play, such as the final match of the tournament or the last round of the day. In those cases, time restrictions can be eased without inconveniencing anybody.
