Chiva, I think your suggestion of extra delay makes sense to me, although maybe someone can come up with an even better idea. I assume that what we're trying to do here is compensate for physical infirmities that make some players roll the dice and move the checkers a little more slowly. If a player's thought process works a little more slowly, I assume we would all agree that that's not something we can provide an accommodation for.

One thing I'm relatively certain of is that any accommodation should be granted no later than the beginning of the match. The idea that the director would be summoned to grant extra time once a player is already in time trouble strikes me as dreadfully arbitrary.
