In my mind, the primary purpose of clocks is to keep the tournament moving. Granting exceptions is contrary to this goal. I am in general opposed to them. A player who can not move quickly can spend less time thinking to compensate. The problems have usually come when the slow moving player has also been a slow thinking player.
Bob's question highlights what is happening here. Why should a player receive special consideration if they do not have a physical limitation? To me, the reason seems to be that no one has stomach for time defaults. When one occurs, everyone rallies to decide how these can be avoided in the future. If you have clocks, you will have time defaults. Let's give up the idea that we can have clocks without time defaults.
Time defaults can be avoided when the player who is defaulting becomes determined to keep the clock from getting close to zero. That's the answer - indivdual responsibility - not granting a new exception every time a default occurs to save a player from himself. If we grant exceptions for physical limitations, then let the player who feels he (she) needs one stand and request one for cause. If concensous says we should do that, I'll go along with it. But, a blanket exception isn't needed. It only dilutes the reason we have clocks in the first place.
