I agree that it is best that mid-match appeals ought to be the exception rather than the rule. People who are regulars and have dexterity issues or whatever simply should know better and ask for the exemption up front on day one of the tournament. But less experienced individuals could easily not think to say anything or may feel awkward doing so. Then they are being challenged all match and finally with two minutes left on the clock they sense that they are slowly bleeding to death and the "its just not fair to lose because of a handicap" frustration sets in and they finally get up and say something.

I think some leeway must exist for these situations. If someone is that obviously dexterity challenged so that the director would grant an exemption at the beginning of the match if asked, then it was blatantly obvious to that player's opponent the entire match as well. Saying screw you, too late to such an individual seems wrong. If you've made decisions intending to take advantage of the situation, well then maybe you shouldn't do that next time. Increase the delay for the remainder of the match. Don't increase the reserve. If the individual's impairment qualifies for a 15 second delay in the director's judgment, it qualifies at any point in time. You as the opponent have already benefited greatly from the impaired person's failure to request the exemption right from the beginning. The director should then instruct the impaired player to speak to the director in advance the next time.
