Elderly players and time clocks

My understanding is that clocks were introduced in order to keep play moving at a reasonable pace; not to add an element of eye-hand coordination to the game. I agree that no adjustments should be made for elderly players' decline in mental ability, but they should not be punished for lack of physical dexterity. Extra time on the clock -- if stipulated in advance, not in the middle of a match -- makes sense, as does the use of a designated roller/clock puncher.
Another remedy would be the use of computers, which would eliminate cocked dice, illegal plays, etc. etc. I don't know if there's a potential for mischief in programming, etc., but there's probably a way to deal with that -- maybe the TD could supply thumb drives with GNU, etc., that could not be tampered with.
And BTW, not everyone has Stick's talent to roll (or not roll) cocked dice at whim.
