True, although 6s don't play, 4s and 5s come out, and 3-2, 3-1, 2-1, 1-1 close the board.

I'm confused by your thinking. If you want to use 21 to close your board next turn, why not use the 21 you just rolled and do it this turn, especially since the alternative makes it harder to escape the back men?
