In your second position 9/7*(2), which like in the 1st position gives Blue more ways to hit, is just way too dangerous even when missed -- 4 extra double blotting numbers.
In your first position 9/7*(2) is slightly more dangerous if missed the first time, but if you are hit at least you are still blocking 1/4 of Blue's numbers instead of nearly none of them.
