When you start with 31 and follow up with a small roll next time it is often correct to play on your own side of the board
First you'd have to define a 'small roll'. In my little on the fly experiment below I took that to mean [21 31 41 32]. I decided not to include 42 because it would often be used to make the 4pt. I also didn't include the small doublets for obvious reasons. We could have included 51 in this experiment but I did not. Feel free to thought process that roll also.
I tried to omit any 3rd rolls where the choice is hitting (eg 31P-32Z I only list 41 because it's clear to hit with the other small numbers). For 31P-55P- or 31P-44P- I left out the 3rd roll sequence because it's obvious you should not be splitting the back checkers. I also only covered the main line variations of the second roll. In other words, the example we're looking at specifically, 31P-62D-XX, would not be covered in this process.
After that you need to define 'often' but to me it implies more often than not and I am not sure that's true though it depends on how you look at the problem.
