I am pretty sure I would play 13/8 7/3 without much thinking over the board. Thinking about it: You are waiting for a good roll (usually a double, or hitting a shot, until time to wait for this is over) to run from the anchor, ahead in the race in a mutual holding game. In order to wait, you need playability, so you like your spares in places whether they can usefully move. You also want to build a board, in case of a future exchange of hits. If you keep your spare on the mid, say play 7/2 6/2, then you next roll can be awkward (63, 54 for example). 13/8 7/3 prepares to build the board, and puts spares in good places.
The third check on Black's 21 is interesting. When that moves, you may have a chance to hit and break with a tempo.
