21S-55A-F-C? and 41S-55A-C? are NO-cubes by .03 or so. I have no rollout for 31S-55A-F-C? (Blue builder is in between on the 10pt) as shown above, nor do I have one for 32Z-55A-x2> which is the same thing, but I'll assume it's a no-cube for White by the same amount.

It seems to me that moving the checker from the roof to the 14pt is clearly a bigger gain for the defender (Blue) than moving the other back checker from the 23pt to the 18pt is a loss. Both these changes are made in the 63S-55A-65R-C? position shown below. Therefore, I conclude that it is an even bigger no-cube. (That is, unless White has a laudable reason to believe her opponent in this particular chouette might actually pass, which might be why you posted the position.)
