Chi Squared Test

That's a good start for testing for randomness, but it's just the first stage... the chi-squared test won't tell you anything about correlation between successive terms, for instance.

As far as "best" random number generator, that's just a teeny tiny little debate. There's not much I can add, but I will say that I rather like what's done on random.org.

Just a couple of weeks ago, I did the draw for our local club using random.org on my iPhone. Worked like a champ. How do I know? I actually rigged the draw so that two beginners would play each other, and so that a group of five people who came in together WOULDN'T play each other, and it STILL felt random! =)
