"Sanctioned" means any tournament that is "approved and supported" by any given ruling body. Currently, in the U.S., the ABT events are "sanctioned" by the ABT. In other countries there are associations and groups that sanction tournaments, and possibly, at some time in the future, the USBGF might become a sanctioning body if that is what the players, directors, and tournament organizers choose to do.
I have never played in a major bridge or racquetball tournament that was not sanctioned by a state or national organization, and I believe most organized games and sports have some sort of sanctioning body to ensure that there is some standardization of the rules, prizes, officiating, avoidance of major conflicts in scheduling, minimum standards for venue, etc. I would like to think that backgammon will get there some day, not only with national standards set by a sanctioning body, but also international.
If and when such a body existed, they could establish rules that would "protect" the tournament organizers from late entries by setting some standards or guidelines for late penalties, either something along the lines I recommended or along the lines of what you recommended.
I do disagree that 20 percent is too steep. It has to be steep enough to get your attention and make you enter sooner (you could still cancel and get all your money back except for a minor penalty); and the 20 percent of the entry fee, in many cases, will often represent less than 5 percent of the total expensea involved in going to a tournament if you add travel and hotel.
