It's too hard to generalize. It depends on the amount of checkers your opponent has off of course, it depends on the likelyhood of you ever being able to jostle a second checker loose, it depends on the risk involved going after that second checker opposed to closing out the 1 checker and just bearing off aggressively, etc...
