I think 13/7 is the right play but I don't think that it's because you want to build a prime—priming an advanced anchor is usually a fool's errand—but because everything else sucks. If the roll had been 5-1 I would play 13/8 24/23, or if 24/18 stepped into only a double shot rather than a triple shot then I would play 24/18. Generally speaking in this kind of position I would look to try to escape the back checker and convert into a holding game. Unfortunately this particular roll doesn't really let you do that so you have to find something else.
