I think technically this is a small cube, but not by much because of the lack of fire power. I think in practice, better to hold off and hope for a cube error later. This even against a strong opponent like here. One of the reasons for not cubing is that I think it is correct to not leave the bar slotted if you hit and can lift - this reduces the upside potential of a cube.
