It isn't always obvious to me either. Try this - keep all of white's checkers where they are. Then test a bunch of different configurations of Black's checkers. Try with and without the nine point anchor. Move Black's home board back and forward. Note when the correct move changes. Then try to understand why.

When you are done with that, work on White. Bury white's spares and try again. Give white the eight point and try again. Move the ten point to the eleven. Keep trying different things until it becomes clear.

Lastly, check how black plays his rolls next turn. What does he do with sixes? What does he do with 54? How about large sets? What happens with 61? Does this explain anything?
