I did a Q&D rollout, and got very similar result. And as expected, building oriented moves (13/10, 13/11 6/5) do not fare well here, race looks to be one of the factors, but also White's prime is somewhat better, while Blue's board is more suitable for an exchange of hits.

An interesting variation is moving the White checker from the 10 to the 9, where it bears directly on the 22 point. That makes stepping up to the 22 as dangerous as stepping up to the 21, so I'd expect 24/21 to do much better relative to 24/22 24/23 in your original position. Just checked, and it seems that 24/21 may become the top play with the modification.
