Nack can explain this stuff better than I can too. But, here goes anyway. I welcome additional comments or corrections from Nack, Paul or anyone else.
The quick way to spot a play which calls for 33C (Cross 24-21(2), 8-5(2)) or another move which leaves a blot on the eight point such as 11N (Near 8-7(2), 6-5(2)) or 33A (Attack 8-5(2), 6-3(2)) is to note that opponent will be busy elsewhere on the board next turn. This is particularly true of slotting plays (e.g. 21$ - 33C) or builder plays 32D (Down 13-10, 13-11) - 33C. You can assume that hitting sevens will be at least partially duplicated. When your opponent does roll a seven and hits, you will have a double shot at the slot on the other side of the board.
Although it does reasonably well in this position, leaves three points instead of two and has a better distribution of builders, 33E (Each 24-21(2), 6-3(2)) has a problem as a second roll choice. It has almost no immediate effect on play. It may block double deuces and 52 for some small added value. But, otherwise, it doesn't do anything until later. Making the five point with 33C may have an immediate significant impact on 54 & 44 rolls. Look at 54 & 44 responses to 32D-33C. You would really like to play 24-20, but it is blocked. Compare this to the plays of 54 & 44 after 32D-33E. One of the reasons that 41$-33 is close is that opener has a good four elsewhere with 9-5 covering the slot.
