I think 13/12 5/3 is correct because it increase contact while behind in the race. This play obviously immediately gains on 11, 21, 31, 41, 32, and 55, but there are also gains on 51 (immediate shot plus future shots) and 22. In general, you'd get more chances to hit down the road by playing 13/12, because if you get hit, enter immediately and opponent rolls small, you get another crack at the blots.
