You'd be right if what Bob proposed here ended up meaning use only of the bot's measure of luck rather than some combination of the relative skill ratings and the relative luck ratings. Whenever the bot misunderstood a position, it would add some noise to the evaluations, and this noise could end up favoring one player or the other, or neither.
