Ridiculous is your way of thinking....

Registration fees are the only source of income for organizers. In a world where everything becomes more expensive, you demand that the fees are lowered? And how to you cover your expenses?

And why should there be a difference between registration fees for different divisions? No matter which division, all players use the same boards and equipment, have the same tournament direction, play in the same facilities, are recipients of the same advertising prior to the tournament, eat the same food and watch the same show. Why should one pay more and one less for the same service?

The only reason why there should be different registration fees is when you have added money which is differently spread between divisions.

Entry fees are a different story, since match lengths are different.
