I got part way in researching this last year. I was looking at 53P-41 rather than 21, but it looked like similar things were happening with each. It appeared to me that slotting offered subsequent move choices that were different between GS and money resulting in more wins etc. than a static conversion of values would indicate. Presumably this flexibility involves choices like taking the advanced anchor after being hit versus continuing an exchange of hits. I didn't get down to the details. Subsequent moves after splitting appeared to play similarly at either "score".
In summary 53P-x1$ is flexible in its play while 53P-x1S is not. This was a part, but not all of the reason for this somewhat counterintuitive finding.
