I am posting the rollout below for the postion where White owns the cube.
There is more going on here than just getting more shots by hanging back.
There is also duplication of opponent's big numbers.
If you play 13/9 13/7, your opponent hits with aces. The average number of pips in his hitting rolls is about 5 pips. Your opponent hits with 11 numbers, but he also wins with his 55 racing joker. You diversify your opponent's good rolls by giving him aces to hit. He hits with small numbers and races with big numbers.
If you play 13/3, your opponent hits with 5s. The average number of pips in his hitting rolls is about 8 pips. You duplicate your opponent's hitting and racing numbers by giving him 5s instead of 1s to hit.
