From my observations, players hit too often in the early game and don't anchor often enough. Your position (repeated above) appears to be an example. I'm pretty sure that anchoring is better than hitting here, and that the anti-positional double-hit (a move that is commonly misplayed) is even worse.

If anchoring on the 20pt (my first choice), I like 13/9 for the fourth 4 (least of evils). If hitting, I like 24/20 for the fourth 4. (OTB, I imagine that I would first enter, than split with 24/20, then play 13/9, then consider my last 4.)
