My instinct is to hit (bar/21 24/20 13/5). This lets me fight for either the 4 or 5pt anchor and at the same time fight for my own 5pt. It is a little exposed to jokers, but it plays on both sides of the board. Just making the 5pt anchor looks like I am conceding to a holding game where I am the underdog.
I think you're an underdog in this position regardless of how you play. It is a question of whether you are a smaller underdog if you go all out for key points on both sides of the board or stabilize for sure in the hopes of a sounder counter-attack next turn (or later).
You and I share three 4s. The difference is that I anchor with the fourth 4 instead of hitting (except at GG-ish scores and maybe DMP). In my observations, even top players are too prone to hit instead of anchor in the early game (i.e., you're in good company), but I admit it's possible I have overadjusted the other way. We'll see.
