Very tough. 13/9 13/8 leaves 8 shots now and 2 blots, but a solid position for the future that will not blot a lot after. Two in (I think 10/5 8/4 is slightly best) leaves no shots, but future difficulties on 5s and 6s, so may overall leave a similar amount of shots, maybe more. On the other hand, White need to move, and after 10/5 8/4 his next roll may give up something, and would involve a choice that is not straightforward. For technical reasons and practical reasons (screw up vig) I'd prefer 10/5 8/4 by a small bit over 13/9 13/8.
The other plays to look at involve 6/2*. Those plays leave an immediate 12 shots, a few blots, and don't solve the midpoint problem.
So 10/5 8/4 for me. Technically close I think, in practice probably less close. Nice problem!
