You and Bill are both right. I once played a person in a Las Vegas Tournament that had no arms. He made all movements with the dice, cup, and cube with his feet. He was a good player that played with a decent pace, but I think if he had to use a clock he would have needed a few extra seconds. I suppose the TD could force him to use a helper, but that could also have it's problems. The TD should be able to make the rare exception so someone couldn't game him.
