It'd be interesting to tweak the position and find where 21, 7 was right.
It should be sufficient to move White's 9pt to her 7pt, because (a) Blue no longer benefits from blocking the 54 52 point-makers, and (b) there is more urgency to anchor or escape the stronger prime.
[Moving White's 9pt instead to her 11pt might also work, but it only gives you (a) -- not both (a) and (b).]
