A good altered position and I hadn't given it any thought. I was thinking along the lines of a more minor change though such as moving a spare from the opponent's 6pt back to his midpoint as shown below...

Could be enough. I agree that moving a spare is a more subtle change than shifting a point (even though it's -7 pips instead of +4 pips), and the player's extra lead in the race (+8 instead of +1) will make B (Both, 24/21 9/7) relatively stronger; but I'm less confident that the change 6pt spare to 13pt spare is enough to cross over. (Probably very close.)
