I think retaining good points and trying to control the outfield is the best play. 7/4 16/12 seems a little more flexible than 7/3 16/13 and hopefully worth the added small risk of far away outside blots.

I think switching points to attack when quite blocked in and with that many checkers far back is likely to be a major blunder.
