Insightful comment about luck versus skill

In statistical terms you can calculate the outcome of some scenarios by performing the reverse, and subtracting it from 1. i.e. chance of someone rolling a 7 on two die - this can be calculated as sum of all 7-sum numbers (chance of 43 + chance of 52 etc), or you can do it by performing this action as 1-sum of all non-7s, which will give you the exact same result.
Consider this: A game then can be won by not losing or drawing. (as win, lose and draw are the only possible outcomes). So, in the case of TicTacToe, this then becomes a game of pure skill, as the only person who can win is the one who makes no mistakes.
Make sense? Is tic tac toe a game of pure skill? Or is the luck factor that your opponent is an idiot?
