You have to distinguish whether the uncertainty comes from random chance, or lack of knowledge (i.e. lack of skill). Just even if someone is more skillful to the point where they win 100% of the time against a less skilled opponent, it doesn't mean the thing is no longer a game (i.e. a beginner Go player vs. an expert).

Luck can also be made up from random chance or lack of skill. Consider two players of a game that has no random component (Go, or chess). You might consider the "luck" to be a player trying out a strategy that he is uncertain whether or not it will work. But is this just another form of lack of skill?

I don't think the distinction should be luck vs skill. I think there are two dimensions in distinguishing games -> amount of randomness is one dimension, and amount of information is another.
