Bar/23 24/23 seems to go into an early "Minneapolis backgame," as Paul Magriel used to call it. Here, the 23pt + 20pt is a better defense than the 24pt + 20pt, given that Blue is not yet primed. Nevertheless, the difference is small and I prefer to have a leftover number with which to slot a key offensive point. So, I'm down to two plays.

Bar/23 6/5 might well be right, but I'll secure the double anchor with Bar/24 6/4 (it's less loose), so that my play differs from that of the other respondents.
I would prefer to play either 1 fewer pip (Bar/24 6/5) or better yet 1 extra pip (Bar/23 24/23 6/5) if that were allowed, though if I had 4 pips to play however I like (i.e., if the roll were double 1s), I'd play Bar/24 8/7 6/5(2).
