The answer is obvious--you need a three-phase system, where the dice settle at the boundary. If they are weighted at all, they'll tend to stabilize in the same position even after repeated perturbations. Any chemical heavier than water will probably be unsuitable for the lower layer (Carbon tetrachloride is probably just as toxic as mercury, asphaltenes are too viscous, cresote is too messy, Freons are illegal, and I think liquefied phosgene runs the risk of diffusing through the water layer and killing everyone in the room, bad for tournament attendance and thus a nonstarter.)
So you will need to make water the lower phase--do this by using a thick solution of glucose, or some equivalent, and put vegetable oil or some equivalent in the upper phase. You can use your Meyer dice tube for this purpose, if you keep the phase boundary either above or below the baffles.
This method has the added advantage that after you are done testing dice, you can add some cheap food coloring to the lower layer, pour the whole system (minus the dice) into an interesting-looking empty wine or beer bottle, seal the top, and sell it at a head shop.
