Neil must regret not playing 13/9(2). The plays that you can consider are either 5/3*(2) and two more 2s (so 5/3*(2) 13/11(2), 5/3*(2) 13/9, or 5/3*(2) 13/11 8/6) or 13/9(2). To flat out miss a play, it must be the play that is the single one on its own. If you consider the 5/3*(2) plays, you thought process goes:

5/3(2) - let's put opp on the bar and see whether we can get another crack at that juicy blot.

13/11 - whatever I do, this 2 will be part of my play

What possibilities for the last 2 do I have? OK, I can play 8/6, 13/11, 11/9.

So 13/9(2) is the play missed. QED ;-)
