Other things being equal you'd rather not have to hit two because it increases the risk that your opponent will dance too long, but refraining from entering on the 22 point is costly, as is refraining from knocking White from the edge of your prime. Your 3-point board shouldn't be too hard for White to enter. So hit twice.
If your own prime were advanced one more pip (3 through 7 points) then the decision would be tougher. You might then only be able to afford to hit once—but I'm not sure which blot you would want to hit.
