After R, Blue has six (too many) on the 13pt and only two (too few) on the 8pt. After S, Blue has four on the 13pt and three on the 8pt.
Also note the pip count. Although you lead by 3 pips after the play, you actually trail in the race when you take into account the fact that White is on roll with an average shake being worth roughly 8 pips.
"Irregardlessly" of whether White's builder/blot is on the 9pt, 10pt or 11pt, S has gotta be the best play.
At GS, not sure, but reasonably sure for all other scores.
