I think the critics are confusing internet play as they know it, with all of the pluses and minuses that brings on, with what could take place for a WC tournament.
Phil notes that at each end a designated official would be monitoring things. When I have an online student (no, I don't teach backgammon; I'm a college professor who has taught online for seven years running) who is in a faraway location, my college finds a college at that location and the student takes their exams there, watched by a certified proctor. That's what I'm reading Phil as envisioning here.
No pip counts, no problem - the monitor enforces that.
In fact, if it makes a difference to people, the games could be played on real boards with real dice, one set on each end. The monitor could ensure proper shaking of the dice and any other controls desired.
A proper webcam setup would even allow watching the facial expressions of your opponent, if that is considered an issue.
I think the key is that you can't have a true world championship when travel problems or restrictions could possible exclude top players. International travel is expensive. It's also easy to envision a scenario where geopolitics closes the borders of country A to players from country B. Using the internet can break that blockade - and all of the tradition of board play can be maintained.
