Ah, O.K. I had thought that the idea behind the term was as follows: Suppose the opponent already has a checker on the bar. Then you hit a second checker with 6/2*. What do you do with the 3? Well, if the checker that was already on the bar were on the 5 point, then you would not hesitate to hit it with 8/5*. Just because the checker is already on the bar, that shouldn't stop you from playing 8/5, because the resulting position is strong. The play 8/5 does not hit, but the net effect is as if you hit twice—hence "phantom double hit."

It seems strange to me to use the term "double hit" (phantom or otherwise) when only one checker ends up on the bar, but I guess it can be used by extension.
