Capital R is proper. Even if it weren't right on technical grounds (which it is), one could justify R on assumptive grounds: "What lunatic would break the 10pt, slotting the 5pt with the fourth 5?"

The (make/keep the) "most-points" convention overrides the (destination closest to the) "6pt" convention. Evidently unaware of that, Tim figured that the first three R portions are Bar/10 and the primary fourth 5 is 10/5 by 6pt convention. Had he known "most-points" is higher priority, he would have correctly allocated R to 13/8, r to 8/3, and italic R to the remaining 10/5 (which breaks a point).
In summary: R must include a portion (the larger, when possible) that runs at least as far the 18pt (else it's U/V) and originates higher than the 13pt. Moves in which all portions originate higher than the 13pt trump those that don't. Within that structure, "most-points" then "6pt" apply.
If you can grasp the tipping point that 63S-31P-43R = 18/11, yet 63S-31P-52R = 24/22 18/13, then you've "got" it.
(I simplified R a few months ago. I used to reverse to highest-point instead of 6pt for the final tie-breaker, though the difference should seldom arise. In the position-at-hand, the 8pt is higher and closer to the 6pt than the 3pt.)
[Note: The U/V family waives the most-points convention, in order to avoid a poor division of labor with other letters in assumptive situations and with the @ symbol. For example, 63D-22@ = 24/20(2), while 63D-22U = 24/18* 24/22 (and 65D-22R = 24/16*).]

Storm and Petter correctly allocated "P" to Bar/20 13/8 8/3(2), and "p" to Bar/10 13/8 (as played), using the 6pt convention. The 3pt is closer to the 6pt than the 10pt is.

For Bar/10 13/8, I have a preference for R because it draws the eye to running the back checker around to the 10pt, leaving 13/8 as the natural (as well as properly allocated) fourth 5, and it has the advantage of being a capital letter. But either R or p is fine.
For Bar/20 13/8 8/3(2), Petter correctly pointed out that M (Mayfair split) also works. Indeed, it has an advantage (over P): the reader doesn't have to use the 6pt convention to break a capital / lower-case tie. Capital M would mean Bar/20 13/8 6/1(2), but the 1pt is blocked.
