So pay some psychologists to teach people how to make virtual meetings as productive as face-to-face ones.

If somebody knew how to do this—or more accurately, knew how to convince other people that he or she could do this—then he or she could make orders of magnitude more money as a management consultant than as a psychologist.

Just as one example of why virtual meetings and face-to-face meetings cannot be equivalent: Sometimes the very act of traveling to somebody's "turf" communicates non-verbal information about the degree of willingness to cooperate.
