Yes, this is correct, all cubeless number are calculated based on the current cube position and match length/rule.

I can see arguments for both way. what is the bgonliner take on that?

The cubeless equity is not stored or used by XG. It is calculated only at the time of the display and for only for the purpose of displaying.

Your last question is about "roll for No double and double". When using that option and rolling out a move where the opponent can double the next turn, it will roll both case , in the rollout progression dialog you will see both lines. However once the rollout is finished it displays only the best (from the opponent point of view) of the 2 lines.
