I would think the point of novice play is to have some fun and gain some experience; not to maximize the novice's equity. Or should be, anyway. One way around perceived disparities is to have a fixed registration fee that applies to all divisions. It might need to be supplemented by a rake, as it probably would not be feasible to make it high enough to make the tournament viable. For example, you could have a $25 registration fee. Then the entry fee for open, intermed, and novice could be 475, 275 and 50, with rakes as necessary. These numbers are just examples and could be adjusted up or down. The point is that everyone would pay the same price for the right to participate in the tournament.

I don't know if tom's idea of non-cash prizes would work, but that's also worth considering.
