Paul, No doubt there are more important issues to consider (such as whether inactive players should be eligible for the BG "Giants" list); fluctuation in GG ELO ratings is not something over which I lose sleep.
Without intending any disrespect for Stick (I'll leave that to others), my question goes to the correlation between PR and matches won. If the same set of matches that generates a GG ELO rating generates discordant PR ratings -- and I don't know if that is the case -- then one might surmise that the PR ratings are flawed.
It's true that GG ELO ratings fluctuate dramatically, but over the course of months they seem fairly stable. It shouldn't be possible to get too much long-term mileage out of playing "overrated" players, as their ratings will soon sink. (But then maybe the shark who played them would become overrated himself?) Of course, there could be players that artificial inflate their ratings by collusion or use of computer programs, but I'd like to think that's rare.
It seems more likely that some/many players play rather casually unless there is money or prestige at stake. (I must confess to having dozed off during some GG matches, which is not something I would do at a tournament, although I understand that some have employed that as an effective strategy.)
