What is the point?

Suppose that A wanted to use the 12 second delay to think anyways. Then your ruling has essentially no effect. Meanwhile A had a free minute or two while ruling was being made to think about the play.

Suppose that A knew what he wanted to play. O.k. He waits 12 seconds, then quickly makes his play. About 1 second of pool time gone. BFD. And meanwhile he had a free minute or two already to think about the play.

Here is a hypothetical. A is down to a few seconds pool time. A has a roll with a lot of options and instead of choosing one looks through them, the 12 second delay is gone and A panics and just hits the clock with 2 seconds pool time left. Who agrees that this should be considered a time loss? What is the actual current rule?
