The reasons for this huge difference at these 2 scores are 1) The leader's basic 4-cube takepoint (if he just takes and never redoubles) is a little higher than the trailer's by something like 26% to 24%. 2) The 4-cube gammon values heavily favor the trailer ATS by around 59% to 38% (there's a point of overage when the leader wins a g while the trailer has no overage). 3) Recube vig is also tilted in favor of the trailer since the leader's 8-cube takepoint is around 30.5% vs. around 20% for the trailer.
If both sides were farther away from victory, say 14a-15a vs. 15a-14a, the 4-cube basic takepoints, the 4-cube gammon prices, and the 8-cube takepoints would be a lot closer to normal and I'd guess the cube actions would be the same for the leader and trailer at these scores as opposed to the huge difference at 7a-8a vs. 8a-7a.
